What is an AED or Automated External Defibrillator?
AED, or Automated External Defibrillator, is a portable medical device that automatically analyzes an abnormal heart rhythm (arrhythmia) of a sudden cardiac arrest (SCA) victim and delivers a shock of controlled electricity or “defibrillation” to restore an effective rhythm. AEDs are portable, lightweight, and easy to use. They are the only lifesaving solution available for SCA victims. Spoken prompts and visual displays guide the first responder step by step through the lifesaving process of defibrillation. When administered within the first three to five minutes after SCA strikes, AEDs can significantly improve SCA victims' survival rate.
How does an AED work?
AEDs are designed to be user-friendly so that a responder can successfully use them with little or no training. A few simple steps are required to save a victim's life in sudden cardiac arrest.
Modern AEDs are typically equipped with streamlined operations and visual and voice-guided instructions. Each manufacturer of AEDs is unique, with small but significant differences in how the user interacts with each device. Even though they are simple and easy to follow, the user should carefully follow instructions.
What are the AED Laws in the U.S. and N.J.?
AEDs are regulated by the Food & Drug Administration (FDA) as Class III medical devices for treating sudden cardiac arrest. The FDA requires a prescription authorizing the purchase or sale of all AEDs in the US. Currently, this is the only federal AED law in place. Each state issues and regulates its laws, which adds to the complexity of AED ownership and management.
NJ Requirements:
● EMS Notification - A person or entity that acquires an automated external defibrillator shall notify the appropriate first aid, ambulance or rescue squad, or other emergency medical services provider that the person or entity has acquired the defibrillator, its type, and its location.
● Physician - Must have the involvement of a licensed physician to ensure compliance.
● CPR/AED Training - A person or entity that acquires an automated external defibrillator shall ensure that any person, prior to using that defibrillator, has successfully completed and holds a current certification from the American Red Cross, American Heart Association or other training program recognized by the Department of Health and Senior Services in cardiopulmonary resuscitation and use of a defibrillator.
● Maintenance Program - A person or entity that acquires an automated external defibrillator shall ensure that the defibrillator is maintained and tested according to the manufacturer's operational guidelines.
● Notification of Use - Any person who uses a defibrillator shall request emergency medical assistance from the appropriate first aid, ambulance, or rescue squad as soon as practicable.
